SBA 7(a) and 504

2 agency programs, 2 different jobs

Agency-backed structures for acquisitions, projects, and buildings

Direct answer

SBA 7(a) reaches $5,000,000 at prime plus a spread, with 10-year working capital and 25-year real estate terms. SBA 504 pairs a bank note with a debenture for owner-occupied buildings at a 10% or 15% injection. Practition Finance explains the fee structure and, by state, refers the request to funding partners.

As of October 2026

SBA financing is a guarantee, not a lender. A bank or a non-bank lender writes the note, the agency guarantees part of it, and that guarantee is what lets the lender write terms and amortizations conventional credit policy would decline. The cost of that is a fee structure and a review calendar that run longer than any other channel here.

The 2 programs do different jobs. One fits a business purchase, the other fits real estate and heavy equipment, and the difference shows up in the injection, the fee structure, and the extra weeks. Practition Finance is an independent business financing referral service. It publishes what each structure requires and refers a qualified inquiry to funding partners, who present any offer directly.

Whether this fits you, and when it does not

Commonly a fit

  • An acquisition where conventional pricing is unavailable or the amortization is too short to work
  • A purchase of owner-occupied real estate the practice will occupy at the required threshold
  • A project combining a business purchase, equipment, working capital, and sometimes a building in one note
  • A borrower who can carry a longer review calendar in exchange for a longer amortization
  • A change-of-ownership transaction where the seller's involvement afterward is limited by program rules

Commonly the wrong instrument

  • A transaction that must close in weeks, since the agency calendar does not compress usefully
  • A borrower unwilling to give a personal guarantee, which is standard on agency paper
  • A speculative real estate purchase, since the occupancy threshold defines the program
  • A short-term timing gap, which prices and closes far better as working capital
  • A borrower with unresolved federal debt delinquency, which the program screens directly

How your money moves

  1. 01

Choose the program by the use of funds

7(a) is broad: acquisition, working capital, equipment, debt refinance, and real estate. 504 is narrow: owner-occupied real estate and long-lived fixed assets, funded through a bank note plus a debenture.

  2. 02

    Confirm eligibility before assembling anything

Size standards, for-profit operation, US location, owner-occupancy where real estate is involved, and no delinquency on federal obligations. Eligibility is a screen rather than a judgment, and it is checked first.

  3. 03

Understand the fee structure in dollars

Guaranty fees are published by the agency and change by fiscal year and loan size. Read them as dollars against the specific request rather than as a percentage in the abstract.

  4. 04

Assemble a heavier file than conventional

Everything a conventional lender wants, plus agency forms, an eligibility narrative, affiliate disclosure, and third-party reports. Prepared once and delivered complete, this is the difference between a 3-month and a 5-month file.

  5. 05

    Sequence the third-party reports early

Appraisal, environmental where real estate is involved, and business valuation on change-of-ownership files. These run on external calendars and they are the most common cause of a slipped closing.

  6. 06

Read the structure against a conventional offer

Longer amortization and lower injection against fees and time. On some files the agency structure wins clearly. On others a conventional practice lender closes sooner for less.

What you will be asked for

The agency file is the heaviest of the 11. Completeness at the start is worth more here than in any other category, because each incomplete item restarts a queue rather than a conversation.

What the guarantee actually changes

The guarantee reduces the lender's loss exposure, and the lender passes that back as terms rather than as a lower rate. Longer amortization, a lower injection, and a willingness to finance intangible value are the practical benefits. On a practice acquisition, an amortization measured in decades rather than years changes the monthly payment enough to change which transactions are possible at all.

What the guarantee does not change is the credit analysis. Coverage still has to work, the guarantor file is still read, and collateral shortfall still requires explanation. The common misreading is that agency programs exist for borrowers conventional lenders declined. They exist for transactions conventional structures cannot fit, which is a different thing.

Lender selection matters as much as program selection. Agency volume concentrates heavily among a small number of active lenders, and their appetite by industry, by geography, and by transaction type differs sharply. The same complete file can be routine at one lender and outside policy at another, which is why a file is built to a specific lender's policy before it is submitted anywhere.

3 ways an agency file slips

Writing a closing date the calendar cannot meet

Purchase agreements with 45-day closings on agency files produce extensions and renegotiations. Write the date against the published range and the third-party report schedule.

Discovering affiliate entities during underwriting

Size standards and the program ceiling apply across affiliates. Disclosing the full ownership picture at the start avoids a late eligibility problem.

Comparing agency and conventional on rate alone

Fees, third-party costs, amortization, injection, and time all belong in the comparison. On some transactions conventional wins and it is worth knowing that early.

What owners ask about this program

01

Which program fits a practice acquisition?

7(a) is the usual answer, because it finances intangible value, working capital, and equipment inside one note with a long amortization. 504 is built for owner-occupied real estate and long-lived fixed assets, so it appears when the building is part of the transaction, often paired with a 7(a) or conventional note covering the practice itself. The 7(a) maximum and the injection figures are shown above with their sources and dates.

02

How does the 504 structure work?

It is two notes. A bank or credit union holds a first mortgage on part of the project, a certified development company funds a debenture portion behind it, and the borrower injects the remainder. The injection rises for startups and for special-purpose property. The debenture carries a fixed rate set at the time of sale, which is the structural attraction of the program on a long-lived building.

03

What do the guaranty fees actually cost?

The agency publishes them by fiscal year and by loan size. The useful exercise is converting the percentage into dollars on the specific request and then setting that against the conventional alternative's cost over the same period. On a longer amortization the fee is frequently outweighed by the payment difference, and sometimes it is not.

04

Is a personal guarantee required?

Yes, for owners above the threshold shown in the terms table. That threshold is a program rule rather than a lender preference, which means it cannot be negotiated away at a particular bank. Where a spouse's ownership brings a household above the threshold, both parties are generally brought into the guarantee, and that is worth understanding before the file is assembled.

05

Why do agency files take so long?

3 reasons stack. The documentation set is larger, the third-party reports run on external calendars, and closing conditions are specific and verified rather than accepted. The published market range is shown above with its source. The portion a borrower controls is file completeness, and on this channel more than any other, delivering the package complete at the start measurably shortens the calendar.

06

Can an existing loan be refinanced into an agency program?

Under defined conditions, yes, including debt refinance within 7(a) and, in specific circumstances, within 504. The conditions are detailed and change with agency policy updates, so the current standard operating procedure governs rather than any summary. Where the debt being refinanced is short-term or daily-remittance paper, the improvement in cash flow is often the entire reason the transaction is worth its calendar.
